As far as local law and order is concerned the highest is we the people, as defined in the Constitution. The second are the sheriffs and their deputies.

The Federalist Papers assert that traditional law enforcement and criminal justice should remain primarily a state and local responsibility. While defending the new Constitution, authors like Alexander Hamilton and James Madison argued that maintaining internal order over the lives, liberties, and property of the people was a power reserved for individual states.
